LBFC Issues Report on Ortitay Resolution Examining PennDOT’s Upkeep of Roads, Bridges
HARRISBURG — The Legislative Budget and Finance Committee (LBFC) today issued its report comparing PennDOT’s practices in maintaining and completing infrastructure projects to other similar states as required under a resolution authored by Rep. Jason Ortitay (R-Washington/Allegheny) in 2022.
Ortitay spearheaded the fight against PennDOT’s ill-fated, nine-bridge tolling plan unveiled in February 2021 that Commonwealth Court voided after it found the agency had no authority to toll the bridges.
“I thank the committee’s staff for its work gathering information on 10 peer states including all those bordering Pennsylvania along with Georgia, Illinois, Michigan and Missouri,” Ortitay said. “The information on innovations and technological advancements piqued my interest. I hope PennDOT continues its efforts in this area and examines what is working in other states. While technology can be expensive, it also allows for roads and bridges to have a longer lifespan.”
Examples of road advancements mentioned in the report include advanced pavement monitoring, smart pavement, next-generation materials, decentralized traffic lights, living bridges, prefabricated bridge elements and accelerated bridge construction.

The 46th Legislative District includes South Fayette Township and McDonald and Oakdale boroughs in Allegheny County. It also encompasses Cecil, Chartiers, Mt. Pleasant and North Strabane (Districts 6,7,8 and 9) townships and Canonsburg, Houston and McDonald boroughs in Washington County.
